Drive Gear Ratio Question.

Is the gear ratio set in the lower of an XR/Imco drive? If so, why do my lower gears have 19 and 15 teeth when it's supposed to be 1.5:1. Is part of the ratio change in the upper too? Also, is the drive increasing or decreasing prop speed relative to engine speed? Thanks.

19 teeth on XR driven gear divided 16 teeth on the XR pinion gear = 1.1875 (upper) .
19 teeth on driven gear divided by 15 teeth on pinion gear = 1.2666 bla bla (lower)
1.1875 X 1.2666 bla bla =1.5041 overall gear ratio.
1 1/2 engine rotation = 1 turn of the propshaft.
