I posted a thread about an idea like this a decade ago because of flexing gas prices between winter and summer (wanted to buy in the winter and use in the summer when gas is more expensive).
It should have been a normal gas station CC instead of the hoops you have to jump through.

You may buy fuel from any station around the world. Within 30 days of pumping the gas, log into the MyGallons site and tell us how many gallons you have used. We will multiply the number of gallons by the current MyGallons Price for your state and electronically deposit the money right into your checking account. You also have the option of cashing-in gallons and having the money loaded on a MyGallons Fuel Savings debit card to use at stations accepting major credit cards.

Interesting concept. Our current avg. is $1.58. Non ethanol 93 at our marina is still over $4.00. I wonder if marine fuel is applicable?

Yes it did he met with the owner and said there was nothing he could do .It was a so called fuel bank .
