Urban legend (though I agree with the sentiment)... this "quote" has been floating around the internet for at least a year, variously attributed to a Marine General, Schwartzkopf, Rumsfeld, a Green Beret officer, etc etc.

I tried to find the story behind that "quote" on one of the urban legend sites, but no dice. I know I've gotten at least a half-dozen emails over the past year or two, all of which were along similar lines.
Even though it may be that no one "said" it, I can't fault the sentiment!
