Default trouble under standing these moisture readings

hey guys im looking at a boat that 6 hours away and the guy selling it had a survey done to it last year and forwarded it to me, he said all of the concerns have been addressed but my one question is, he said the reading are good and acceptable but when i look at the picture of the meter verses what he said it doesn't make sense to me? any help would be greatly appreciated!

About halfway down page 2 it gives the following instructions for use of the meter in the photographs.

"For pre purchase surveys, (i.e. boats currently in service), readings up to 18% H2O (i.e. ‘in the green or the yellow’) on Range 2 are usually acceptable. Higher readings may indicate an increased risk of blistering, but these should be investigated to see whether they are caused by bilge water or internal fittings before suspecting an osmotic condition. If in doubt, fresh readings should be taken after a period ashore, having first ensured that the boat is internally dry and well ventilated."


I'm no surveyor, but it looks like a moisture problem is afoot to me.

Looks waterlogged to me. Drive is covered in marine growth so obviously its sat in the water a long time. Bilge wasn't even cleaned. I would either charge him to take it or pass.

If that's the formula on facebook it's probably water logged and rotted. Boat was cheap but looked rough.

The only readings that I see acceptable in the pics are the couple that are in the green. the ones in the red are definite problems at 20%+. You will end up dumping a ton of money into it to get those issues fixed..not to mention the time involved.
