What is the white scale that forms on any bare stainless that sits in salt water or brackish water? Is there anyway to prevent it and what is the best way to clean in when you get it out? Thanks in advance for any help.

Its oxidation. If it were regular steel it would be orange color, aka rust. But stainless oxidizes white. To clean, go to smart and final, get their stainless steel cleaner for restaurants and STAINLESS steel wool. we use it all the time in the restaurant kitchens, and on my boat. Don't use regular steel wool, it will leave small particles that causes rust specs.

It is not a problem unless you are leaving it in the water a long time. I have not been able to determine why I see it sometimes and not others. This was after a week in the Gulf of Mexico. Now the good news is that it will wipe right off with CLR, a product available in the grocery store.
Since it comes right off, it appears to be a plating rather than corrosion. This makes sense as the stainless will be cathodic to the rest of the drive. It may be stray current induced (why it appears at some docks and not others). We don't boat in the gulf more than once or twice a year, but have noticed it on occasion.
