Default Mercruiser TR power steering actuator

I noticed when turning the wheel back and forth that the actuator moves up and down. It looks like it is mounted on a pivot with a boot behind it. Is this normal? Thanks Rich

Ayuh,... Sure is,....

The slop/ play, allows the valvin' to work properly,....
