Mounting remote PS reservoir

Hello all.
Finishing the rigging for my restoration project and I have a remote power steering reservoir for a full hydraulic Hardin/Mayfair system I need to mount in the bilge.
Question....
The instructions tell you to mount the reservoir above the power steering conversion cap that feeds the hose into the remote reservoir. My problem is that's not possible as I don't have the vertical space to get the tank above the pump.
Can I mount the remote tank a little below the power steering cap?

Just like any fluids - think radiator, brake master cylinder, etc - it's always best to mount reservoir higher as air travels up.
Anyway, it's more about fluid level. Can you have the reservoir mounted so that part of it's fluid level will be higher than the cap ?
If not, can the pump be lowered some ?
