That motor is limited at 5150-5200. It can NOT even spin to 6000. Computer wont let it. Is the tachometer accurate? Is this GPS speed at 54 mph?

Totally agree.

Tabs all the way up and outdrive trimmed at neutral once on plane to set a base line? That boat with 23 prop and 502 should run 60 mph all day at 5,100-5200 RPM.

+1, and it will run several MPH faster with that power. Sounds like you've got several things to check, tach being the first on the list. You may also be experiencing high slip or blow out from over trimming. That wheel is easy to blow out. Get some accurate numbers i.e. GPS speed @ RPM starting at planing speed and every 500 RPM up to WFO.Then we can calculate prop slip and get an idea.
