There's a fair amount of little dings and scratches so I'm thinking that a full wet sanding and buff will be in order. Do I need to gouge those cracks out a little bit?

From what I've seen thin dremel bit as deep as it needs to go then backfill with gel coat.

for a field of cracks like that its best to grind the whole thing out, fairing back the gel slightly. Build the surface back up with a bit of mat and fairing filler then do your gel repair. Look like you have to pull that section of rail to get to all of it.
