I've seen worse, I actually saw a frame cut down on the backside of the mens room door!!!!!! and canned techs for letting the comm room get to look like that

I work for AT&T in the midwest. That looks close to what NYTEL (9X) inside frame used to look like!! (Back before divestiture!!

when i lived in Puerto rico thats what the box looked like in my nieghborhood, didnt have servive half the time , wonder why.

Looks like my co-worker has been there, just missing a couple of servers with the covers gone and the hard drives hanging out of them. And she is the system administrator
