Neither. I believe it runs under APBA rules or some derivation of them and that, at least for the larger offshore raceboats, there is no "sanctioning body," per se.

The actual Sanctioning body is Powerboat P1 which runs under the APBA banner and provides the rules and insurance.The offshore division is considered an invitational and is open to everyone providing they become APBA members. Basically opens it up for the OPA teams that desire the Hall of Champions to sneak in and /or come in through the front door in order to pad or add to their points. The only exception is the "Special Event Super Vee Lite" class which is following the SBI Superboat Vee rules. It was created as to not interfere with anyone in Hall of Champions consideration and make it an APBA points race
