Any ideas other than the switch on the dash needs to be bypassed.

Should be a solenoid for each direction. Flip them for each other adn see if it only works in the down position and no up and you probably found your problem.

Assuming the DPDT Switch is wired with the 2 motor leads in the switch center, exchange the motor leads and the Down side of the switch should make the hatch go Up. If it goes up that will tell you that your motor is OK and that you most likely have a bad switch.
