Default Its steering on twin engine boat

I tried searching online for info but there’s not much on these. On a twin engine boat ITS application with dual helm steering the steering wheel is extremely hard to turn. Each motor has its own power steering reservoir and their both full of fluid. Is there a way to diagnose where the problem is? As in on the helm side of the engine side? Thanks for any help.

Are both pumps hooked up or is one just circulating back to itself?

Seems like both pumps are Hooked up, looks like there are lines that go behind each engine to what I call a box where other hydraulic lines go to. Each engine has the box behind it which looks like is part of the transom assembly. They then go forward on the boat to the helms.
