Spring locators suppose to hold still or spin?

Spring locators suppose to hold still or spin?
Seems like a dumb question but when I installed my spring locators some of them were super snug and won’t spin by hand. There are the plates underneath with teeth on them, so to speak, but I can’t tell if that’s to hold them still or let them spin in only one direction.
