Default "HP" gimble pin

ok so I've been boating with high peeformance and not high performance boats now for give or take 45 years. and this is my first time having this problem with what is supposed to be one of the better set ups. this is my 1st HP gimble and i sheared one of the pins off. this has never happened and i can't figure out why.. also there is a 5/8" threaded hole in the center of these pins but there is no bolt that goes into it.... should there be??? if not is there a reason why i can't put bolts in there so when this does happen it won't ruin my weekend of boating AGAIN!!
any knowledge would be greatly appreciated.
thanks

There isn’t a bolt that goes in there, are the wear pads in place on the side of the upper that contact the gimbal ring flanges? ..how does the pin fit into the gimbal ring?... it should be tight without any racial movement, is this a 2 screw or 4 bolt pin ?

it is a 2 bolt pin. yes the pads are in place. a 5/8" bolt does fit the inner threads thats how i got the broken peice out. do you think it would matter if i put the bolts in
