Default Water in Alpha U-joint Bellows

Took off an 1990 Alpha drive for seasonal maintenance. Noticed a little water sitting in the bottom of the u-joint bellows. Boat hasn't been in the water since last year May. So I'm guessing it's from running the engines on the hose. Not sure. Bellows are new within the last year or two; they look good. Perhaps the drive to gimbal assembly was leaking? I'm not used to the paper gaskets in there, as I'm used to pulling my bravo drive which does not have that. What's the trick so I don't need to scrape off paper gaskets every year? Is there a better one that's re-useable? Use some gasket tack on each side so it seals and comes off better the next year?

Thanks.
