Boating safety kit...

I am looking to buy a 32 footer (twins) and it will come with no ropes/bumpers/equipment (as the current owner ill transfer them to his new boat).
Is there a place/vendor that consolidates and sells the equipment to be legal/safe for a boat of this size?

Go to your local west marine center. They will be more than happy to sell you everything you need
