The beep noise that the boat makes when I turn on the key beeps constant when I am at 4500 RPM. It goes away if I back off, if I am sitting in neutral and I rev the motor to 3000 it will also beep. Does anyone what the beep means???

The “beep” is the equivalent of your check engine light in your car. It could be a LOT of things. You need to have it scanned.

Revving over 3000 in neutral and a “beep” is an overspeed alarm, and is normal. Don’t do that.
