Default loose hub?

got a XR drive and putting a new hub kit into a new propeller and it just drops in and bottoms out on the large flange ring at the back, but its loose into the bore of the prop. is this normal? the prop i took of has the hub super tight to the point i cant remove it from the prop. both are bravo 1 props. the new hub kit is PN 840389K06
Am i missing something? do they have to be pressed in/ out?

I have the same hub kit that I used and will check with the props I have later. My collection, bravo, mirage, hydromotive

I have 2 hubs for 1inch and 1.25 inch. The 1.25 inch had wide flat hard rubber(?) and slides in snug. The 1inch hub has round hard rubber but take some force to install and remove. On the 1.25inch hub they are just glued on and fall off so I wrapped a few rounds of tape to hold in place. Once installed in prop there're not going anywhere.

ya all four strips are on it

it literally falls flush into the hub bore in the propeller

Sorry for the HUGE pictures.
that is the hub assembly and the bore of the prop. can see the marks in the bottom of the prop where it looks like its been shifting and rubbing - ran the prop for a hour max

thats what i thought but i dont have one to compare it to. its new right out of the box
