Trim Pump Bleeding Down

Hi all,
I have a 300xs optimax with the offshore midsection single ram trim and remote pump just like the one found on mecruisers. The engine is new to me and when I seatrialed it the trim worked fine, eveything sat for about 3 months till I could put it on my boat but after the install on im having a problem...
The motor if trimmed up very high will sometimes stay up just fine but most of the time if you leave it just trimmed up halfway or so the trim will bleed down in a couple hours. If I look in the reservoir I can see aeration/foaming, I've tried cycling the pump and bleeding/flushing it 3 times and still get the same result. No external leaks, fluid has been motor oil and merc trim oil as recommended.
In the water I can trim up if Im going under 15mph, past that and the pump will run but the motor wont move. If I do have it trimmed up moving down the canal for example and I go to trim down the engine bounces the whole way down. Everything is greased and it goes down smoothly on the trailer.
I do no notice that when trimming the motor up the trim pump will sound normal but then when trimming down it seems to bog and slow down and im not sure if thats normal on these remote pumps. I know it could either be the ram on the outboard itself or the remote pump but I dont have an easy way of testing the ram since its a pain to get out.
I've heard it can be the valving or pressure relief in the pump as well or perhaps I just cant seem to get all the air out. Any help would be appreciated.
