I need to re-do my dash pad due to having a windscreen installed. 
I DO have to step on the dash when launching the boat...
It originally had starboard wrapped in vinyl.. Is this still the most cost effect option ?
Or am I better off going with a peel and stick material like Seadeck ?

Adhesives generally will not stick well to star board so I don't think seadeck or similar will work if do it that way.
You could probably apply it directly on the dash top though without the star board.

You could consider screwing it down. This is how Pat installs the trim pad cover over the windscreen on the ATs. Behind those "bands" which add a 3D effect, are the screws holding the whole thing in place to the top deck. There is just enough give in those vinyl "bands" to move them aside about 3/8" and the screws go through the wrapped starboard.
Obviously, yours would be on a larger scale, but then you could even break up the pieces of vinyl in case you ever needed to replace or fix anything.
