Default Trim gauge issue

Having an issue with the the trim gauge, Bravo 1 on a sonic prowler. The trim gauge is getting power. When I turn key on it jumps to about 1/2 way up on the gauge. Trim up or down and the gauge doesn’t move. The trim sender seems new and visually checked the wires and they seem fine, no cuts. Any ideas

This will be a 2 person operation, remove the sender from the gimbal ring and rotate the wiper while the key is on, the gauge should move if the sender and wiring are good, if it does, check the hinge pin bolt for being loose
