Looking at a rebuild on a 96 5.7 with throttlebody style fuel injection. The ECM model number is 16234539 Is this ECM able to be tuned or reflashed? Would like to replace engine with a mild 383 but need to know if there's tuning to support the mods.

THat computer # is listed as a MEFI I, see here:
OBD Diagnostics (MEFI Burn)
OBD Diagnostics (MEFI Burn)
I was hoping to find someone with a tune file for the normal sbc build (vortec head, 218/224 cam 9.5:1....) that I could just pay to burn it to this ECM rather than spending a summer tuning. then we could do some fine tuning if needed. Just cant remember too many of the small block guys on here that are running throttle body style injection.

I think you might be overthinking this a bit. Make your 383 and start it with the stock tune. You will likely have to change very little. Optimize the fuel table and change timing to your liking. I don't think it will take that long.

+1 for MEFI scan/tune. Ive read a bunch of good stuff about them. Thats the set up i plan to go with when i start to mod my 454 mag or i come across a 502 when i get to that point. I have experience with SCT software for my mustang, Now Holley terminator, and then some HPtuners for my LS stuff. Im not a pro by no means but as long as you understand how a engine works and can throw a wideband in, Me and my buddies try to push others to learn how to tune their own stuff when it comes to cars/bikes.

Will those two stock injectors flow enough to feed a 383? I think Merc only rated that engine around 220 HP. I know by ‘99 it was rated at 260 HP so not sure of what the changes were in those few years.

It will work for starters. He's not adding 100 inches of displacement. There are bigger TBI injectors if needed. I would plan on verifying the injectors currently on hand and like others said install a wide band and see how the base tune looks. It won't need much work, mostly some fuel table adjustments.
