496 mercruiser wont crank over

I did. no moisture/water on any plugs, no moisture/water in the oil. I changed batteries and then put a new starter on it. crossed the solenoid to make sure the starter was engaging, and still will not turn over the engine. i took the belt off to make sure none of the pulleys was causing an issue. it will still not crank over. i was going to put a breakover bar and socket on the harmonic balance but the bolt is rusted so much as to not have shoulders that a socket would go on. I am just wondering if there is anybody that has ever seen a situation like this. motor was running fine, docked boat, came back 2 weeks later and it would not crank over. then i started all the previous test.

If the balancer bolt is rusted away, I can only imagine what condition the rest of the engine is in. It probably has a ground wire corroded away or something along those lines.
