Old boat owner, new baja owner have throttle questions

Hello,
I just picked up a 1988 Sunsport 196. I've noticed that the throttle lever does NOT have the neutral center button. Was this normal back then?
Cold natured boat and could use that switch.
Outside of lifting the rear deck and thumbing the carb, any thoughts on a permanent fix? Possible to upgrade this throttle?
I'm sure I'm gonna have more baja questions, but start with this simple one

Not sure which control you have, but if a side control without a button, the throttle lever when straight up (neutral position) can be moved to left , we which disconnects it from the forward/reverse mechanism, letting you open throttles as you wish in neutral.

Also, has a 350 stern drive alpha1 gen1. Any idea what props came on these? 14x21?
15x21?
