A boat that they don't "own" nor have to fix presumably.
Drive it like you stole it comes to mind if I was in one.

They may not be too far off the pace of the other open-cockpit boats, as the Ocean Cup rules mandate a top speed limit of 90mph on all open-cockpit boats. There is a sealed GPS unit in each boat that records speeds during the run, if speeds greater than 90mph are attained in an open-cockpit boat, the participant is penalized.

As it happens, there was a misunderstanding between the organizers and the Navy. The Naval Special Warfare Combatant boats performed a demo this morning. They did not compete in the event.
