Exclamation Mercury 450R Water pressure Issue

I have an MTI 57 with 5 mercury 450R engines with sport sportmaster. The center engine at 5800 rpm water pressure with 10% trim is about 12 psi which is very low compared to the other four. The engine height isn't an issue since we lowered it and still have the same issue. The code we get is 2032-23 which is exhaust overtemp. We changed the exhaust sprays but did not solve the issue. Our mercury dealer in Kuwait does not know how to solve this issue and it has been for a while.
Does any one know if I need to install a pickup line and attach it to the sport master gear? If yes how do I do that.
These are new engines 2021 model with low hours around 70 hours.

I would replace the water pump impeller before doing anything else.
