Default 945 Vinylester bonding compound

Was working on bonding the transom today but I feel like I'm missing something here or these two 1 gallon cans are bad? I had it my head that this was suppose to be more runny. It will not even stick to anything it just rolls off. It is very dry and this is a picture after sturing.

Sorry for the delay! Ended up i just did not have it mixed go enough. I got a better mixing paddle for my drill when I talked to you last Dave and it made a huge difference.
