No water out of the exhaust

Working on a project boat that I don’t have any history on. I got one of the motors running but don’t have any experience with bravo drives. I put muffs on it with 1/4 turn on the faucet. I’m not getting water out of the exhaust after 30 seconds so I shut it down. I then read I need to plug the holes at the front of the drive so I did that and tried in a couple 10 second intervals and still no water coming out. I then filled up the block with water and tried again, still no water out of the exhaust after about 30 seconds so I shut it down again. I’ll try to post the video and picture of the set up as I don’t think it attached on this post.
looking for advice if I have an issue or concern and what anyone would recommend doing next.

Turn the hose on FULL tilt. The raw water pump will take it all. No need to block any other ports. If the block is empty it can take a while to fill and surround the exhaust manifolds prior to exiting the exhaust.
If that doesn't work check the intake side of the raw water pump. Check to see if the impeller is good and the passage way through the outdrive fitting is not plugged.
Don't be shy about feeding her water.
