Taking bets on these screws / bolts

My flappers are gone on all four
the twisty things are intact
sprayed the fasteners with penatrant
Praying they loosen and i csn replace the flapper
if not
Either remove tip and try on bench
Cut tip straight vice flare and put a rubber flapper with clamp on tip
Or replace all four with new tips
Didnt notice they were gone in sept when we got the boat
net they hsve been gone awhile

He honestly could not remember them ever being there and he had the boat just about 15 years
It was always used on great lakes . Rochester area
the tips are pretty high above water line.
it was more of. A. Hey look at that.
I will try them 1st today,
Trying to keep it as original as possible

This is funny
9mm bolt nut
Turned easy as pie
Stuck finger in there and could feel what I thought was nut plates or nut turNing
snapped a Pic with borescope
Its a Phillips head screw
Now I need a long Phillips screwdriver
Bent in a U to get hold of screw head
At least they are not frozen
