Whats the best way to repair stress cracks in gel coat ?

Grind them out into a V with a dremel. Fill void with Gelcoat modified with micro balloons. Sand smooth. Then spray with matching gelcoat. You will also need to spray PVA on it to cure the gelcoat.
Don't get too crazy about it. Unless you find out the reason for it cracking and fix that problem, they will only come back.

In that case, you may want to fill them w/epoxy and micro balloons, apply epoxy primer and then paint it.
