What would be the proper way?? Sterring is stiff with motor running, It was low, refilled now really stiff.

I just run engine. Could be power steering pump belt is loose, filter is plugged (if you have one) or pump has gone out.

It is a self bleeding system. Just fill it with oil to the proper level, run the engine and turn the wheel lock to lock slowly a couple of times. Stop and recheck the oil level. Top it up and it should be OK. If that doesn't fix it then something else is causing the problem.

To narrow down the culprit, try disconnecting the steering cable from the actuator. 1. See if the cable moves freely without being hooked up. 2. Move the tiller arm by hand to see if it moves freely.

I had the same problem before. Tech claimed the pump and actuator was bad, so they were replaced. No go... still stiff. I replaced the cable myself and all was good.
