Default zinc based primers

Help I'm going crazy !
Is zinc phosphate primer as good as zinc chromate ?

As weird as this sounds are either of these water based ?

Not sure of either but would use whatever is sold in a marine store. I personelly use the green stuff from west marine. Take your time and spray light even coats. Scuff with scotch brite pad, clean and paint. I have had no problems doing it this way.
