Unhappy Need help-can't get over 4400 rpm after upgrades

Shop is stumped.... Just had some upgrades done and during the test the boat wouldn't run over 4400 RPM. Same prop (26) last year at the same lake ran 47-4800 rpm before the upgrades and the elevation is about 3500 feet.

Info:
502EFI, EMI exhaust, MSD ignition.
New Procharger M-3 system installed
New 50LB injectors (ASM)
New 2-bar map sensor (ASM)
New ECU programming (ASM)
New Head gaskets
New Head bolts
New Gauges (pyrometer, boost, fuel pressure)

Not sure what boost hit (assume 4lbs or so), Pyrometer was at 1250, and fuel pressure and timming double-checked.

Any thoughts would help......

Hey, thanks for the response......

Yes, they were a bit white.... Think it's on the right track now (not the best track, but making headway). Due to an earlier test with the motor running to lean, (hence the white plug) it seems some valves got burnt. And, found that the re-programming on the ECU wasn't right, not sure what all was wrongon the ECU yet, but the timming was to high at WOT...

Do yourself a favor and cut your losses now. Pull the engine, fix the damage thats done and send the engine to someone that will remap the ecm with the engine on a dyno. Its the ONLY way to get it right.
