In its stock condition, I would think that is too much prop in my opinion....Now if you cut the diameter down slightly and lab finish it, it would be a good match.
What are your rpms now with which prop. If I had to guess I would say a 23" pitch would be perfect for your boat and would net about 4700-4800 rpms.
The 454 Mag max wot rpm range is 4600-5000rpms, BTW.

OG, have you thought about spinning it harder? You are probably leaving some TQ on the table......
Mine walked around a lot with a 25. Best prop I found was a 23 Rev4. Best handle and best top end, believe it or not. Try a 4 blade and get the ass end out of the water a little, they seem to like the extra lift, and it sure helps the handle, espcially in the rough.

When the engine was done we threw the 25p on it and have not messed with it due to lack of time. Tyler Crockett (The Engine Builder) set the rev limiter at 5300 or 5400 in the msd box.
My number one project now is getting it propped right. It is a 1.5 gear. I agree that some torque is getting lost. Any input would be helpful. I have a good relationship with Throttle-Up Props in Sarasota (They sponsor our F2 Team). I gave her the numbers and am going to fax Julie the dyno sheet.

The more I look at the current prop, It looks like it has been tweaked, it was one that was laying around at the shop and no one knows any history on it. Tyler also gave me a 27p but it was so out of balance that It wasn't worth trying (I didn't think it would work regardless
