Those carbs are very simple. You could do it yourself if you have any mechanical ability.
If I was going to set up a carb, I would also send it to Nickerson. But for a simple rebuild, there is certainly a carb shop near you that can do it. Check the Yellow pages for "carburetor". Cost should be under $100.

Thanks everyone! I contacted Nickerson and they wouldn't rebuild it, only sell me a new Holley for $900+ which out of my league. I was going to rebuild myself and the rebuild kit are around $95 but I'v never done one before. Do some kits come with instructions?

95$ for a rebuild kit? It should be about $30! Get the serial number off the carb and try a NAPA auto parts store. It's actually a Carter AFB carb that Merc painted black, now rebadged as an Edelbrock. They've been around since the early 60s so parts/rebuild kits are not a problem to find. It comes with instructions that are very easy to follow.
