more then likly its just screwed on and the screws are loosing their "bite" an easy and cheap fix would be to go get yourself some fiberglass resin and mix up a small batch and stick some fiberglass coated tooth picks in the holes. When it setup up solid you can trim off the excess and re-screw it back together....should be nice and tight.
Best way would be to drill through to the inside of the boat and replace the screw with a machine screw and a nylock nut on the back side.....that way it wont come appart on ya again inthe future.
