Sometimes you see some kookie stuff out there. Why the hell would someone not AT LEAST put 3a's on.. 
Those motors aren't even up to date. Must have been a bare hull someone pieced together.

There is another one out there that I know of it was a National Marine boat. It had cobras in it ac/gen and I believe an American flag paint job...
