Where did the manage attachments button go, I use to use it to post pictures

I see it just fine.
To upload pics, you can click on the box in the toolbar with the 2 mountain peaks/moon and when you scroll across it, it say UPLOAD or you can click on the "Go Advanced" below the reply box and the Manage Attachments button is there. |
