dont de arch the springs get the leveling kit aka 2"lift very simple install and well worth it have seen some arched springs sag after a while.

A 2 inch lift might take care of both of your problems. Removing the rear blocks would work to level but wouldnt help the rubbing.
Take the question to thedieselstop . You can possibly steal the springs from a heavier truck ie F350 but not sure if that will be enough to clear your tires or how dramatic the ride effect would be.

I have a 04 F250 crew/4wd

I used a 2" kit which only consists of an additional leaf spring on each side. You can reuse your existing u-bolts and shocks. You just add the leaf to the existing spring pack.
Likewise, there are shackle lifts which replace the rear shackle with a longer one.......no experience but they seem as if they would work ok.

Note - I also added a double shock kit on the front which really tightened up the truck - used a set of stock rancho (fx4 suspension) shocks for the additional set.
