The insides of the factory wheels are not finished, so to keep everything looking decent, you've got to dismount/mount all 6 tires to rotate them and then rebalance everything,,,a pretty costly proposition to say the least,,alot of people won't rotate on a Ford dually due to the expense, they figure that a couple of rotations would cover the cost of a new pair of front tires.
I always rotated mine on my personal truck,,,but I own a tire/suspension shop.
