I know of several folks that use the granny gear in 4LO and are able to just idle right up the ramp.
Once the Ford's get a little age on them, the vacuum auto locking hubs tend to fail/fade reliability. Mine is a 2000 w/ 100K miles on it. This summer I found out only one of my vacuum locking hubs was working.
I switched over to Warn manual locking hubs. On days when I might need 4x4, I just lock in before I leave the house.
