That actually looks like a full exhaust that's configured to slip onto the vehicle VIA the receiver when on the road.
Perhaps it has a really loud/open exhaust system, but for road trips it needs to be turned down a bit.
That's not a bad idea, but it is ugly as sin.

I thought the old Volkswagen Diesel statin wagon I saw yesterday with a fake Bugcatcher bolted to top of the hood was ugly....I guess it wan't in comparison.

Maybe, they attach skis to it when travelling to the mountains and thus the skis don't ice up.

It's a manufacturer plate on a test vehicle. We see all kinds of cool stuff near the Motor City! Judging by the light snow, this pic was taken in northern Michigan.
