It would probably be close if the boat actually weighs 28k. The trailer itself weighs 10k empty so overall boat and trailer weight would be 38k. Trailer axle capacity is 30k so it comes down to how much weigh is carried on the hitch once the boat is loaded onto the trailer. Trailer empty over the scales has 7k on the axles and 3k on the hitch so if that boat loaded up carrying 5k of the boat weight over the hitch (8k total hitch weight), which is possible, it would put the trailer axle weighs right at 30k.......assuming a 28k boat weight. Are you sure the boat actually weighs 28k? I always though those weighed in the 23-25k range. I've seen one of those boats on a Myco gooseneck that had three 9k capacity axles and it was a triple engine diesel/Arneson boat.
One real world example of trailer axle weight vs weight over the hitch............my 400ss Formula weighs 18,200 lbs itself verified on the scales. I move it and store it on a triple axle Myco gooseneck. Trailer weighs right around 4k empty. So overall boat and trailer combined weigh a bit over 22k but over the scales it only carries 17,700 lbs on the trailer axles.........a little less that the weight of the actual boat.
Anyway, that's too much math for a Sunday morning
