electrical problem
have a 1988 cigarette bullet .Pulled motors and had both rebuilt. Ran motors on dyno and engine stand. Put motor #1 back in boat and motor barley turned over one time and starter made a clicking noise like the batteries are dead .batteries checked out good with load tester.starter is new GM high torque marine style and is not getting hot. Put 200 amp charger on batteries but no improvement.Does anybody have any ideas of what going on

I asume that you are sure that the starter and the engine is ok.
Sounds to me that you have a bad connection somewhere between the battery and the starter. I would check the connection to the starter first. If you have a main battery switch I would bypass this if possible, when you have checked the connection.
... but first, and this will sound stupid, did you connect the main ground cable to the engine, and tighten the nut well?
