Default Powder Coating tech assist needed

Drives were just powder coated. They were blasted, hand sanded, baked and powder coated. Everything looked great.

Then a UV clear coat was applied and baked again. On the bottom of the drop boxes and a couple other spots the clear blistered.

The drives had not been in the water for five years. What happened?
