Any Captin worth his Salt would have shut it down with someone close in the water. She may have relied on this. I recall every time boarding a boat after skiing, yelling to the driver, asking if the boat was shut down and never getting too close until given the ok.

its easy to blame the captain first but maybee he was unaware of the woman in the water just last weekend we had a couple boats tied up i untied from the group and had a friend start pulling the anchor line when we were about 20 feet away i looked behind me saw no one and started the motors before i put them in gear i turn to check again this drunk jackass had jumped off one of the other boats and was swimming underwater up to the back of my boat uninvited because he said he was "faster" that way luckily i made that last look or i may have been the captain in a very similar accident
