Mineral Spirits.

Maybe try hairspray or lysol, I know it takes off permanent marker.

Run by Advance Auto; swing thru the rice-a-roni aisle, and stick a leather wrap on that bad boy. :D

i would try wd40 or carb cleaner but use the carb cleaner lightly --simialar to lacquer thinner

soak some bleach on a wash cloth. set it on the stain and leave it on the stain over night. the bleach will pull out the ink

I actually painted the steering wheel on my 98 formula. The paint I used was Rustoleum vinyl paint. Worked great.

After using all the aforementioned products, it will have dissolved the vinyl leaving you with the frame only and you're problem is solved!
