You forgot - every boat will come with pre-set idle and a governor to ensure the boat goes at least X knots but not more than Y; providing, however, that the governor may be removed provided that the boat owner pay an annual tax equal to 45% of the original price of the vessel.

You will only be able to use it two times per year. You can no longer go to the gas station of your choice but must switch to those approved under your boating plan.
