I it is near new not some rusty hulk!! What you can try is to Jack it to get the weight off the leg, pull the top cap and pour in a little 30wt in the top let it sit for a for awhile, put some rags down the oil runs through. I managed to get a few loose that way, you may have to kick it side to side while you crank. I pull the top cap and load them with grease which does help to keep that from happening, the manufacturers are pretty cheap with the grease.

If it does not have a wheel on the bottom and is just a plate , than the plate could be turning putting it in a bind. The ones that have a steel plate that is on the ground have a channel that goes up in the jack that must be aligned. If the plate is not straight, it can be a ***** gettin up.

I use a wheel only to aid in pushing the tongue of my trailer over, then immediately reinstall the foot because the wheel wants to roll under because of all the excess weight. The weight is not pushing down centered over the wheel. By it wanting to roll under itself, it is actually putting the jack pipe in somewhat of a bind. But I can still crank it up and down. It's just harder than normal. What size/type boat are we talking?

I would look at the shaft that goes up un the jack and see if you see a channel. If you see one, than you will have to turn it too make it align.
